is an engineer in the Engineering & Applied Sciences Department at the Rand Corporation. He received his M.S. and PhD in electrical & computer engineering from Carnegie Mellon University. He is a senior member of the IEEE Signal Processing and Aerospace and Electronics Systems societies.
